Navigate reform and change in local government, helping councils design and deliver complex transformations

Devolution and Local Government reform
In December 2024, the Government announced plans for a new wave of devolution in England – including expanding the role of directly elected mayors and moving from current district and county arrangements to new unitary authorities, as seen in Dorset and Northamptonshire. This shift presents both significant challenges and valuable opportunities for councils and their transformation teams.
We support local authorities in navigating change to increase their chances of success, build strong, joined-up partnerships across their communities, and design modern, user-centred services from the outset. Drawing on extensive experience of change at local, regional and national levels – including working in areas that have already gone through major structural reform – we help councils learn from proven success elsewhere and adapt those to their own context.
