Critical National Infrastructure

We help to transform Critical National Infrastructure (CNI) to build more resilient services and defend against cyber and state threats.

Defence and security infrastructure and other essential national networks face complex and fast-evolving challenges, including rapid technology changes in a context of outdated systems and skills shortages. This leaves essential services vulnerable to cyber attack or disruption from hostile states.

Even the impact of increased spending can be dulled by inefficiencies in processes, while opportunities for transformation are constrained by a high-risk operational landscape.

We help these high-stakes organisations develop better services, capabilities and ways of working which transform processes and build adaptability while meeting the unique challenges of their operational context.

What we do

  1. 1

We assess security vulnerabilities and digital weaknesses that put national operations at risk.

  2. 2

We design dynamic operating models that deliver at pace, are adaptive and build resilience in high-risk environments.

  3. 3

We introduce agile processes and test-and-learn approaches to delivery.

  4. 4

We reset large-scale programmes to focus on efficient service delivery that can iterate and adapt responsively.

Our experience

We steer major institutional reform across essential infrastructure services. We also support critical organisations to develop resilience against cyber risk.

Our team brings substantial experience in high-security UK sectors, including with the NHS and the Home Office across biometrics and border security, as well as with the UK Infected Blood Compensation Authority and with Sellafield Ltd, where we supported part of the UK’s nuclear agenda.

Overseas, we have worked with the US Internal Revenue Service, and with the Government of Kyiv in Ukraine, who we have supported since 2023 to design critical services for citizens in a time of national crisis.

We bring first-hand experience of the profound challenges facing critical infrastructure organisations, as well as the radical impact of applying digital ways of working to address them. We know what it takes to turn strategy into reality, to operate in constrained financial envelopes and work with senior leaders to create meaningful change for teams at home and abroad.

Resilience in a hostile cyber environment

CNI is a prime target for cyber attacks, with state-sponsored actors, ransomware groups, and insider threats systematically testing its defences. Yet, many organisations remain reliant on outdated systems, fragmented security policies, and transformation programmes that fail to account for operational security.

We support organisations to implement the internet-era capabilities and ways of working that will ensure continued resilience in a hazardous cyber landscape, with a focus on people, processes and technology.
