Dave is a cross-sector Partner at Public Digital, leading major engagements and providing expertise on digital leadership and technology.

He is an experienced advisor on digital, technology and organisational transformation, with leadership experience in digital delivery and user-centered service and policy design. He is also a technology specialist, with expertise in the design and delivery of software, data services, artificial intelligence and cyber security.

Dave has advised global governments and multinational companies, including the governments of Canada, Australia, Jamaica, and Madagascar; Arup, The Premier League and BT. His role is to provide strategy advice, coaching and facilitation to achieve benefits for end users alongside broader system or market impacts.

At the Home Office, Dave led a digital transformation project to help the department shift to product- and service-centred ways of working. This included reviewing the service design and technology for vital public services such as visa applications and border control.

Working with the UK Parliament, Dave led a review of the digital operating model and technology strategy, leading to significant reform of funding and governance. He also held a coaching and advisory role for the senior leadership team, advising on key decisions, and how to manage trade-offs during different phases of this transformation.

Prior to joining Public Digital, Dave helped found the UK Ministry of Justice Digital team, growing it from just nine people to more than 1,300. As Chief Technology Officer, Dave helped transform justice in England and Wales through the delivery of technology and the application of user-centered design.

Earlier in his career, Dave was a senior technical architect at the BBC during the 2012 Olympics, holding a leadership role in the data behind the Games. He was part of the software development team that modernised theguardian.co.uk during a period of major growth of online news in 2008 & 2009.

More recently in 2024, Dave was appointed as an Independent Advisor to the Digital Transformation Advisory Board at the British Film Institute (BFI). In this role, he supports the BFI in becoming more a adaptable organisation and thriving in the internet-era.
