Parliaments

We help parliaments transform their use of technology to become user-centred and adaptive to changing ways of working.

Parliaments are vital to the functioning of democracies, and in the internet-era, they must adapt to new technologies to remain effective and relevant.

Embracing user-centred design and digital technologies enhances the ability of parliaments to represent, legislate, and oversee, ensuring they can meet the challenges of the 21st century.

We help parliamentary teams and their leadership assess their current digital position and support them to implement the internet-era capabilities and cultures that will help them adapt and stay resilient and relevant.

What we do

  1. 1

We build understanding and confidence at senior leadership level around an organisation’s digital maturity and how that can be developed over time.

  2. 2

We develop strategies for digital transformation and corresponding actionable plans for delivery of user-centred services.

  3. 3

We coach teams to build their capacity and capabilities for producing and running reliable, scalable and secure products.

  4. 4

We promote ways of working in the open so stakeholders and users can follow and support digital transformation activities.

Public Digital are accessible, expert and authentic. They are, by far, the best partner I have ever worked with. They bring knowledge from many sectors and give access to skills and experts in every discipline, all bound together by a consistent company ethos.

Why invest in digital transformation

Structural complexities and the pace of change in the technology landscape can make it challenging for parliaments to develop a full picture of their technology estate and its vulnerabilities.

The investment in digital transformation for parliaments is not just about upgrading technology—it's about fundamentally enhancing the institution's ability to serve its members and the public effectively.

With digital the aim should be to see the returns on this investment come in the form of not just increased efficiency and cost savings, but more satisfied users, better governance, and stronger democratic processes. This requires a holistic view across a parliament’s operations.

We help parliaments protect against risk by working closely with senior leaders to develop actionable digital strategies and operating models that embed capabilities for producing and running adaptive user-centred products and services.

Our experience

Our consulting team have previously worked within parliaments, served on their management boards, and participated on projects as expert advisors. As well as their practical delivery work, our staff have published research on parliamentary operations and reform, and presented recommendations at international forums for parliamentarians.

This experience has been central to Public Digital’s work with the UK Parliament. Supporting leadership in the Parliamentary Digital Service, we have facilitated the design and successful roll-out of a dynamic, responsive digital and data operating model. We have also worked with delivery teams in PDS to help them mature their agile product management, service design, and technology development practices.

What motivates us is working with leaders across teams to set the right culture and growing lasting capabilities led by digitally confident senior executives.
