PD announces Board changes

Today we're announcing a series of Board updates to strengthen our governance and position us for our next phase of growth.

  • Sarah Clark has been appointed to the Board as a Non‑Executive Director.
  • Tim Brooks, former Chair, is standing down from the Board after eight years.
  • PD co-founder and current Partner Tom Loosemore announces his forthcoming retirement and a new role as Non‑Executive Director from January 2027.

These changes follow the appointment in January this year of Lesley Cowley OBE, our new Chair, succeeding Tim Brooks.

Sarah Clark  brings experience in digital transformation, organisational strategy and public service delivery to PD, including leadership roles at Barclays and Paypal.

She has advised executive teams across sectors on scaling impact, improving accountability and building high‑performing digital organisations.

As a Non‑Executive Director, Sarah will focus on helping PD to scale as it enters its next phase of growth.

Sarah Clark said: 

“PD is a business with meaningful, measurable impact on people’s lives all over the world. I’m really excited by the breadth of what it does, and the opportunity to immerse myself in it. 

“I’m looking forward to supporting PD using my own experience in scaling businesses. I’ve seen first-hand what not to do, as well as what works, and I’m keen to bring those lessons here.”

Tim Brooks, who was PD’s Chair for six years, is standing down from the Board. Tim, who was formerly managing director of Guardian News and Media, played a pivotal role in strengthening the company’s governance, supporting leadership succession, and guiding the business through a period of sustained growth.

One of PD’s four co‑founders Tom Loosemore has announced his retirement from the business and will be joining the Board as a Non‑Executive Director from January 2027.

Tom’s move ensures continued access to his strategic insight and sector expertise, while maintaining clear separation between executive and non‑executive roles.

Tom Loosemore said: 

“It’s been a real privilege to work alongside this team. As a co-founder, I couldn’t be prouder of what we’ve achieved together since we first set up the business in 2015. 

“When I step back from the day‑to‑day next year, I’ll keep helping PD do what it does best: build institutions that deliver better outcomes for the public. 

“From the Board, my job is to challenge, back good judgement and stay focused on impact.”

PD CEO Ben Terrett, CBE, said: 

“Bringing Sarah on to the Board strengthens our governance and adds valuable experience as we look to the future.

“We’re also grateful to Tim for the calm, principled leadership he’s shown over many years. His counsel and steady leadership have been invaluable to PD. He helped us mature while staying true to our mission. We wish him all the very best.

“We’re excited that Tom will continue to support PD in a Non‑executive role, demonstrating his ongoing commitment to our long-term success and strategic direction.
