Kate is a Director at Public Digital specialising in large-scale digital transformation and organisational design within central government. 

Her expertise lies in high-level strategy and real-world delivery across the full transformation lifecycle, helping senior leaders adopt the agile, user-centred approaches essential for the internet era. At the heart of her work is a commitment to building sustainable internal capabilities, ensuring that digital change isn't just a policy goal, but a functional reality that delivers better services for the public.

At Public Digital, Kate supports our work with the Department for Business and Trade (DBT) and Post Office Limited, where she advises executive leadership teams on the governance, culture and cross-functional structures necessary for success. Her work focuses on ensuring that transformational change is both inclusive and grounded in human-centred design principles.

Prior to joining PD, Kate held several senior leadership roles at the Environment Agency. As the interim Director for Service Transformation, she founded and coached a cross-disciplinary team of over 100 professionals. During a period of rising demand for modern environmental data, she led enterprise-wide transformation by designing governance models that streamlined portfolio management and investment. Simultaneously, she modernised environmental data practices to broaden public access and deepen operational insight.

Earlier in her career, as Deputy Director for Digital Services, Kate led her team to achieve the first "Great" status for a Top 75 GOV.UK service within the DEFRA Group. Her track record includes replacing the national Flood Warning Service and collaborating across departments to deliver the UK Emergency Alerts system. 

Kate holds an Executive Diploma in Digital Leadership from Warwick Business School and serves as a National Board Trustee for the Scouts.
