Stacey is a Partner at Public Digital, leading work in the UK public sector and providing deep expertise on digital transformation and leadership in service-led organisations.
She works with large, complex organisations to create the conditions, capabilities and ways of working needed to deliver lasting transformation and better services. As an experienced adviser and practitioner, Stacey helps leaders adapt their strategies to enable change, while supporting teams to build the capability to deliver improved outcomes.
Since joining Public Digital in 2019, Stacey has advised global governments and multinational companies including the BBC, Open University, BT, HSBC, Moderna, and the Government of California. Her work spans strategy, delivery, operating models and organisational change, with a particular focus on helping organisations adopt more user-centred and service-oriented approaches.
At the Open University, Stacey supported a major reset of their strategy and approach to delivering student services. Through coaching and advising senior leaders on cultural transformation, she helped the organisation adopt more service-led, user-centred and agile ways of working. At BT, Stacey led an ambitious programme to help its Digital team implement a new operating model and establish multidisciplinary service teams across several “beacon” areas. By embedding outcomes-focused, test-and-learn approaches, BT improved the speed of delivery while creating opportunities to reduce costs.
Stacey also worked with the Government of California to help establish its first digital service team, which went on to deliver a world-leading Covid response. At pharmaceutical company Moderna, she led a review of the organisation's digital maturity and supported the design of new clinical trials services. She has also trained leadership teams at ITV and worked with Phoenix Group to build digital capabilities, establish new multidisciplinary teams and remove barriers preventing teams from delivering high-quality customer services.
Before joining Public Digital, Stacey built her expertise in the UK Civil Service, where she played a key role in establishing and leading digital service teams across several government departments, including the Department for Business and Trade, Crown Commercial Service, Home Office and Ofsted. Earlier in her career, she was an early member of the technology team at the Government Digital Service (GDS), where she helped shape the UK's pioneering approach to digital government.
