Tess Titmuss
Principal Consultant
Tess is a Principal Consultant with expertise in business analysis, agile delivery, user-centred design and digital transformation. She has a strong track record of helping government bodies and large organisations solve complex problems using multidisciplinary approaches, qualitative and quantitative research and data-driven insight.
At Public Digital, Tess has supported strategic transformation programmes across sectors, from helping the Home Office transition towards enduring services, to building a cost-and-time framework for the Government of Iceland that provides data to support the case for making services digital. Most recently, she has been instrumental in designing the Liverpool City Region’s new Office for Public Service Innovation, helping shape its dynamic operating model and embedding design-led ways of working.
Tess combines strong analytical rigour with a user-centred approach, developed during her time working with the Department for Education as a Business Analyst through Farsight Consulting, where she led discovery work and policy analysis on projects focusing on adult numeracy and school funding. Prior to this, at Ipsos MORI, she delivered large-scale research and evaluation projects for major UK public sector clients including HMRC, DWP and ESFA.
Tess holds a BSc in Experimental Psychology from the University of Bristol.
