Kassim Vera

Kassim Vera works with Public Digital’s Global Impact team, supporting the development of PD’s position on digital sovereignty and contributing to its outreach strategy across global policy and advocacy spaces. He also contributes to projects where the Digital Public Infrastructure (DPI) framework is key.
Before joining PD, Kassim co-authored The Case for Nature ID: How Digital Public Infrastructure can catalyze nature and climate action at the United Nations Development Programme. He completed a Master of Public Administration at UCL’s Institute for Innovation and Public Purpose, where he also worked as a Teaching Assistant in the digital government module alongside Professors David Eaves and Mike Bracken. As a Research Assistant in Professor Eaves’s team, he contributed to the development of the DPI Map, a global resource mapping DPI deployments.
In the Mexican Senate, Kassim served as Policy Advisor to the first Commission on Digital Rights, where he worked on legislation to address the use of deepfakes for gender-based digital violence and helped draft the country’s first Law on Digital Rights. He also led the first public department in Mexico focused on design policy and taught design at Tecnológico de Monterrey.
He is completing a Research Fellowship at the Digital Impact Alliance, researching design systems in government.
