Charlotte is a Director in the Global Impact team at Public Digital, specialising in international tech diplomacy, emerging tech policy, governance, and multi-disciplinary delivery around the globe.
With a strong track record of navigating the intersection of technology and geopolitics, Charlotte brings expertise in forging high-profile partnerships across governments, international donors, and the private sector. At the heart of her work is supporting governments, donors and the private sector navigate the intersection of technology and geopolitics - from foundational digital infrastructure through to frontier AI - so that it delivers ethical, equitable impact and lasting digital capability for people everywhere.
At Public Digital, Charlotte works with philanthropic and private sector clients and government partners, including the Bill & Melinda Gates Foundation, leading strategic engagements, thought leadership and digital transformation projects.
Prior to joining Public Digital, Charlotte spent a decade with the UK Foreign, Commonwealth and Development Office (FCDO) and UK’s Department for International Development (DFID), leading science and innovation diplomacy in China, heading the UK Aid Portfolio in Sri Lanka, and managing the UK's first Global Digital Access Programme. She also consulted for Caribou Digital and conducted hands-on fieldwork across Africa and Asia, including user research in Kenya and India.
Charlotte holds an MSc from the Oxford Internet Institute. Charlotte recently moved back to London after two international postings.
