Celestine Bamisaye

Celestine is a Technology Principal Consultant specialising in modernising technology platforms and establishing the conditions for sustainable digital delivery. 

With over two decades of experience spanning the public and private sectors, Celestine has deep, hands-on expertise in leading complex architecture and digital transformation projects. As an expert in enterprise and solution architecture, cloud (AWS and Azure), and digital delivery, he guides clients through their technology journey, helping them diagnose critical blockers and define a path to sustainable, modern delivery. At the heart of Celestine’s work is a commitment to empowering organisations to develop the confidence and capability to deliver effective digital services independently, and transform outcomes for users.

At Public Digital, Celestine has worked with clients including the Infected Blood Compensation Authority (IBCA), the Department for Business and Trade (DBT), Arup and GovTech Barbados. His work spans technology strategy, architecture, operating models, digital transformation, data and AI, helping organisations navigate complex technology landscapes, modernise services, make better use of data and AI, and build stronger internal technology capability.

Prior to joining Public Digital, Celestine worked with a range of major UK public sector bodies, designing large-scale systems for organisations including the NHS, the NHS Business Services Authority, the Department for Environmental, Food and Rural Affairs (DEFRA) and the Driver and Vehicle Standards Agency (DVSA). 

Previously, he gained extensive experience developing sophisticated SaaS and fintech platforms in the private sector.
