Ana Paula Rojas is a consultant with experience in delivering user-centred services, leading product and delivery teams. Currently working remotely from Paraguay for Public Digital – where she supports the Americas and Global Impact sector – she is passionate about designing digital services with public purpose.

At Public Digital, Ana Paula has contributed to the Bloomberg City Data Alliance programme, helping the city of Maipú (Chile) develop beacon data services, design a data service standard and establish a community of practice. She has also supported digital maturity assessments for governments in Canada and the U.S. to help them reimagine their digital transformation journeys. Additionally, she has helped select and design beacon services with a user-centred approach, develop service maps and foster new digital ways of working.

Ana Paula graduated with a Master of Public Administration focused on innovation, public value and public policy from UCL, London in 2023. During her studies, she interned at the public innovation lab “Las Naves” in Valencia, Spain, where she developed a user and service journey for their 2030 Alliance for the Climate Mission to align stakeholders in tackling city-wide climate change.

Before joining Public Digital, Ana Paula worked as a Product Manager for the Poverty Stoplight platform, a social technology helping families overcome multidimensional poverty. She led a team of developers to design and deliver the mobile and web platform, now used in more than 50 countries.

Passionate about democracy, civic engagement and civic tech, Ana Paula helped launch a civic transparency portal called “Candidato Limpio” (Clean Candidate) for Paraguay’s 2021 local elections. She also ran for councilmember for the capital city, Asunción, and later designed and led training programmes for councilmembers with Alma Cívica, a Paraguayan NGO.
