Alex is a Senior Director in our Global Impact team, specialising in digital and AI transformation, and building sustainable delivery capabilities for governments and international organisations.

With 20 years of experience working in and alongside public sector institutions globally, he brings deep strategic expertise and a hands-on approach to complex change - advising ministers and senior officials on AI policy, helping to build multidisciplinary capabilities, and guiding large-scale transformation initiatives designed to deliver enduring public value. At the core of his work is a commitment to ensuring transformation is genuinely owned by internal teams, navigating legacy systems and organisational constraints to build lasting capacity rather than external dependency. 

At Public Digital, Alex serves as a senior advisor to clients in our Global Impact portfolio, which supports governments and organisations including the Gates Foundation, Bloomberg Philanthropies, and the World Bank on responsible digital transformation, AI adoption and sustainable development.

Previously, Alex was Director of the UK government’s Incubator for AI (i.AI) and Executive Director for Insights and Research at Ofsted, where he led a 160-person data, digital, and AI directorate. His background includes building 10 Downing Street’s first data science team as Head of Evidence and Transformation, leading international emerging tech engagement at DFID/FCDO, and advising on digital transformation in Zimbabwe.

Alex holds an MSc in Policy Analysis and Evaluation (UCL) and a Masters in Mathematics, Operational Research, Statistics and Economics from the University of Warwick. He is a University of Cambridge Policy Fellow and a qualified coach.
