Claire helps governments and development partners design and implement digital transformation strategies.

She works with central and local governments in countries across Africa and Asia Pacific, including Cambodia, Madagascar, Sierra Leone, Sri Lanka, and Tunisia. 

Her experience lies in digital capability-building, digital and data strategy, as well as service design and delivery. She helps governments build in-house digital teams that can achieve sustainable digital transformation. 

Claire supported the digital transformation of the Government of Madagascar, funded by the World Bank. She helped the Malagasy Digital Governance Unit design their digital capability-building programme and coached the team and other high officials on various topics, from roadmapping to user-centred design and agile procurement. Through different programmes supported by Bloomberg Philanthropy, Claire helped cities across the globe develop their data strategy and build user-centred data services that deliver direct value to communities.

Prior to joining Public Digital, Claire worked as Digital Policy Advisor at the French Embassy in the UK, promoting dialogue on digital best practices and technology regulation. Claire also assisted foreign public administrations during her time in strategy consulting at Arthur D. Little.
