Millie guides organisations through the behavioural and systemic change needed to deliver services that work for everyone. She specialises in combining user-centred design with behavioural science to transform public services, working closely with senior leaders to ground strategic decisions in real user experience.
At Public Digital, Millie leads engagements with UK organisations, bridging the gap between senior leadership and practical delivery to help teams navigate transformation while maintaining focus on user needs. She has led dozens of transformative initiatives with government departments, healthcare providers, research institutions, charities and major development organisations worldwide.
Before joining Public Digital, Millie established and led the user-centred design practice at Social Finance, building a new team while fostering design maturity across the organisation. Notably, she shaped national policy on data sharing for child safeguarding and philanthropic approaches to digital healthcare innovation. At the Government Digital Service, she directed a test and learn approach to user research for major cross-government data sharing initiatives. At the Behavioural Insights Team (now BIT), she delivered behavioural design across six countries, pioneering approaches to behaviour change in sensitive and highly complex policy areas - from peacebuilding to relationships education.
Millie is passionate about creating safer digital spaces, leading strategic work on preventing technology-facilitated abuse and coordinating prevention efforts across government, platforms and civil society.
