Simon Terrington is a strategy, research and policy consultant. From 1995 to 2009 he founded and ran Human Capital, which carried out market research and provided strategic advice to clients in the UK, US, Canada, Eastern Europe and Saudi Arabia. Its client list included the BBC, Discovery (UK, US and Canada), Sky, Ofcom, the 10 Downing Street Policy Unit, Cisco and a range of private equity investors.
Between 2009 and 2016, Simon ran Terrington & Company which advised clients such as the Government Digital Service, NHK (Japan), The National Magazine Company, MTV, AutoTrader, Redgate Software and IG Index.
From 2016 to 2019 Simon was the Director of Content Policy at Ofcom, the UK’s communications regulator, where he kept a particular focus on how public service broadcasters can be sustainable and prominent in a broadband environment.
Simon has written and presented BBC radio programmes on technology, chess and the mathematics of voting, and was a visiting fellow at the University of Oxford. More recently, Simon has worked on data journalism and copyright reform.
